Sob o tema Fake News e Democracia o desafio lançado pela Câmara Municipal de Cascais, contou com a colaboração dos Agrupamentos de Escolas do Concelho e também das Escolas Privadas. Os alunos foram mobilizados a enviar um vídeo de até um minuto em que apresentaram de forma sucinta as suas ideias.
A informação nunca foi tão acessível e, simultaneamente, tão vulnerável à manipulação, num cenário onde as fake news e a desinformação digital crescem a um ritmo exponencial. Os jovens são a população mais exposta a conteúdos digitais em diferentes formatos (texto, imagem, vídeo), enquanto a desinformação desafia a verdade, corroendo a confiança nos processos políticos, polarizando e influenciando decisões coletivas.
Como distinguir a verdade da mentira? Que ferramentas nos podem ajudar? Como motivar os jovens na participação do exercício pleno da sua cidadania? Porque queres que as tuas ideias sejam ouvidas? Que lideranças queres para o nosso país depois do amanhã? No dia 16 de abril, no Auditório Jerónimo Martins, a audiência vai conhecer e ouvir os cinco alunos finalistas e selecionar qual será o vencedor que irá estar no dia 24 de setembro, no palco da Leadership Summit Portugal, para apresentar uma talk de 10 minutos.

Under the theme Fake News and Democracy, the challenge launched by Cascais City Council involved the collaboration of the School Groupings of the Municipality as well as Private Schools. Students were encouraged to submit a video of up to one minute in which they briefly presented their ideas.
Information has never been so accessible and, at the same time, so vulnerable to manipulation, in a context where fake news and digital disinformation are growing at an exponential rate. Young people are the population most exposed to digital content in different formats (text, image, video), while disinformation challenges the truth, eroding trust in political processes, polarising and influencing collective decisions.
How can we distinguish truth from lies? What tools can help us? How can we motivate young people to participate fully in their citizenship? Why do you want your ideas to be heard? What kind of leadership do you want for our country the day after tomorrow? On April 16, at the Jerónimo Martins Auditorium, the audience will meet and hear the five finalist students and select the winner who will be on stage on September 24, at the Leadership Summit Portugal, to deliver a 10-minute talk.
BIOGRAFIA
António Pedro de Carvalho Morais Soares nasceu a 7 de novembro de 1977. É casado e pai de duas filhas. Licenciou-se em Relações Internacionais, em 2002, e em Direito, em 2009, pela Universidade Lusíada de Lisboa. Iniciou o seu percurso no associativismo juvenil e na Juventude Popular, onde exerceu diversos cargos de direção local e nacional, destacando-se como Presidente da Juventude Popular de Cascais entre 1999 e 2004.
Em 2006 integrou a Câmara Municipal de Cascais, desempenhando funções de Vereador com os pelouros do Desporto e das Relações Internacionais. Nas eleições autárquicas de 2009 foi eleito Presidente da Junta de Freguesia de Cascais. Com a reorganização administrativa de 2013, foi reeleito Presidente da recém-criada União das Freguesias de Cascais e Estoril, cargo que exerceu durante três mandatos consecutivos, até 2025, atingindo o limite legal de mandatos.
Desde fevereiro de 2015 é Presidente do Conselho Fiscal da Associação São Francisco de Assis – Cascais. A nível nacional, desempenha funções na ANAFRE – Associação Nacional de Freguesias, onde é vogal do Conselho Diretivo desde 2018, após ter sido Membro do Conselho Geral entre 2014 e 2018, com responsabilidade nas áreas das Funções Sociais do Estado, Modernização Administrativa e Proteção Civil. Foi Deputado à Assembleia da República nas legislaturas de 2013–2015 e 2021–2022.
No plano político-partidário, é Secretário-Geral do CDS – Partido Popular, cargo que ocupa desde abril de 2022, tendo já exercido as mesmas funções entre 2016 e 2020. Nas eleições autárquicas de 12 de outubro de 2025, foi eleito Vereador da Câmara Municipal de Cascais, assumindo os pelouros da educação, saúde, ação social, juventude e relações internacionais.

He graduated in International Relations in 2002 and in Law in 2009 from Universidade Lusíada de Lisboa. He began his career in youth associations and in Juventude Popular, where he held various local and national leadership positions, notably serving as President of Juventude Popular of Cascais between 1999 and 2004.
In 2006, he joined the Cascais Municipal Council, serving as a Councillor with responsibility for Sports and International Relations. In the 2009 local elections, he was elected President of the Parish Council of Cascais. Following the administrative reorganization in 2013, he was re-elected President of the newly created Union of Parishes of Cascais and Estoril, a position he held for three consecutive terms until 2025, reaching the legal term limit.
Since February 2015, he has served as President of the Supervisory Board of the São Francisco de Assis Association – Cascais. At the national level, he serves within ANAFRE – National Association of Parishes, where he has been a member of the Executive Board since 2018, after having been a member of the General Council between 2014 and 2018, with responsibility for the areas of the State’s Social Functions, Administrative Modernization, and Civil Protection. He was a Member of Parliament in the Portuguese Assembly of the Republic during the 2013–2015 and 2021–2022 legislatures.
At the political party level, he is Secretary-General of CDS – People’s Party, a position he has held since April 2022, having previously served in the same role between 2016 and 2020. In the local elections of October 12, 2025, he was elected Councillor of the Cascais Municipal Council, assuming responsibility for Education, Health, Social Action, Youth, and International Relations.
