Durante décadas, a guerra pareceu um conceito distante, quase histórico, algo que acontecia “noutros lugares”. Hoje, voltou ao centro da realidade global. Conflitos armados, tensões geopolíticas, ameaças híbridas, cibersegurança e disputas por recursos mostram que a estabilidade não é garantida e que a paz exige preparação, consciência e liderança.
Num mundo onde o poder também se exerce através da informação, da tecnologia e da perceção, a guerra já não se limita ao campo de batalha. Como se enfrenta o desafio da guerra num tempo de aceleração tecnológica? Os jovens imaginam-se a participar num conflito? Que significado tem hoje o serviço militar obrigatório? E como se constrói defesa sem perder valores democráticos e humanistas?

EN// For decades, war seemed like a distant concept, almost historical—something that happened “elsewhere.” Today, it has returned to the center of global reality. Armed conflicts, geopolitical tensions, hybrid threats, cybersecurity challenges, and disputes over resources show that stability is not guaranteed and that peace requires preparation, awareness, and leadership.
In a world where power is also exercised through information, technology, and perception, war is no longer confined to the battlefield. How can the challenge of war be faced in a time of technological acceleration? Do young people imagine themselves participating in a conflict? What does compulsory military service mean today? And how can defense be built without losing democratic and humanistic values?

BIOGRAFIA
O Coronel Mendes Dias, na situação de reforma desde dezembro de 2021, é licenciado em Ciências Militares na especialidade de Artilharia, pela Academia Militar; pós-graduado em Estudos da Paz e da Guerra, pela Universidade Autónoma de Lisboa; Mestre em Estratégia e Doutor em Ciências Sociais na especialidade de Relações Internacionais, pelo Instituto Superior de Ciências Sociais e Políticas, agora da Universidade de Lisboa. Possui o Curso de Estado-Maior e o Estágio de Operações Conjuntas e Combinadas frequentados no Instituto de Altos Estudos Militares, bem como o Curso de Defesa Nacional, no Instituto de Defesa Nacional. Exerceu funções de direção e chefia na Bósnia-Herzegovina, em Moçambique e na Academia Militar, para além de ter sido 2.º Comandante da Escola Prática de Artilharia (Vendas Novas) e Comandante do Regimento de Artilharia n.º 4 (Leiria).
Exerceu funções docentes aos níveis de licenciatura, mestrado e doutoramento, ministrando unidades curriculares como Geopolítica, Teoria Geral da Estratégia, Estratégia e Liderança, Seminário de Relações Internacionais e Estratégia, Relações Internacionais, Geopolítica Aplicada, entre outras.
Para além de vários artigos publicou como autor os livros «Geopolítica: Teorização Clássica e Ensinamentos», «Kissinger e Brzezinski», «Sobre a Guerra», «Geopolítica. Velhas, mas novas aproximações e o contrário», «Geopolítica. Conceptualização Clássica», «O Não Ciber Lugar». Geopolítica, Estratégia e Operações do Espírito» e Convulsões Eurasiáticas, In Illo Tempore»; como coautor O Salto do Tigre: Geopolítica Aplicada, Vo Nguyen Giap, Viver Academia Militar, Estratégia. Atualmente desempenha funções na empresa de segurança, defesa e proteção civil PROTILIS e é comentador SIC/SIC Notícias; tem 60 anos.
EN// Colonel Mendes Dias, retired since December 2021, holds a degree in Military Sciences with a specialization in Artillery from the Military Academy; a postgraduate qualification in Peace and War Studies from the Autonomous University of Lisbon; a Master’s degree in Strategy and a PhD in Social Sciences with a specialization in International Relations from the Institute of Social and Political Sciences, now part of the University of Lisbon. He completed the General Staff Course and the Joint and Combined Operations Course at the Institute for Advanced Military Studies, as well as the National Defense Course at the National Defense Institute. He held leadership and command roles in Bosnia-Herzegovina, in Mozambique, and at the Military Academy. He also served as Deputy Commander of the Artillery Practical School (Vendas Novas) and Commander of the 4th Artillery Regiment (Leiria).
He has taught at undergraduate, master’s, and doctoral levels, delivering courses such as Geopolitics, General Theory of Strategy, Strategy and Leadership, International Relations and Strategy Seminar, International Relations, Applied Geopolitics, among others.
In addition to numerous articles, he has published several books as author, including Geopolitics: Classical Theorization and Lessons, Kissinger and Brzezinski, On War, Geopolitics: Old but New Approaches and the Reverse, Geopolitics: Classical Conceptualization, The Non-Cyber Place: Geopolitics, Strategy and Operations of the Spirit, and Eurasian Convulsions, In Illo Tempore. As co-author, he has published The Tiger’s Leap: Applied Geopolitics, Vo Nguyen Giap, Living the Military Academy, and Strategy: Theoretical Foundations, Volumes I and II.
He was a CNN commentator for two years and ten months.
Currently, he works at the security, defense, and civil protection company PROTILIS and is a commentator for SIC/SIC Notícias. He is 60 years old.
